歐盟化妝品新法規由10章40個條款以及10個附錄組成。正文各章節、條款涉及的主要內容包括責任人和經銷商的義務責任、安令評估的要求、產品信息文件的要求、產品通報的基本要求、禁限用物質的要求、CMR物質的要求；納米材料的要求等。附錄的主要內容包括化妝品安全性報告、禁限用物質表、允許使用的著色劑表、允許使用的防腐劑表、允許使用的防曬劑表等。

歐盟化妝品法規（EC）No 1223/2009中規定化妝品進行CPNP通告后方能進入歐盟市場，以確保產品的安全性，并加強市場監控。

哪些化妝品需要做CPNP？Cosmetic product’ means any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital o r g ans) or with the teeth and the mucous membranes of the oral city with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours.
